Plan to speed oil claims could leave many out of luck

NEW ORLEANS – Gulf Coast Claims Facility administrator Ken Feinberg announced late this week the final plan for payment of claims arising out of the BP oil spill. But while the plan’s aim is to expedite the payment process to many oil spill victims, it could leave many others out of luck.
